Risk Manager - SMF4

PURPOSE OF THE JOB

The Risk Officer role is held by an independent senior manager with distinct responsibility for the UK risk management function. The role is a vital part of the wider 2nd line independent function to ensure that the UK Branch of the Bank is compliant and that risk is sufficiently mitigated, including ensuring that the current and emerging risk profile is understood and the risk appetite is never unknowingly exceeded.

The role assists the bank in identification, measurement, follow-up and reporting of risks. The role will provide independent oversight assurance to the UK Branch Manager as well as expert advice, challenge, consultancy and guidance to The Banks UK enabling a controlled, confident and informed execution of the plans of the branch.

Effective liaison with the Bank Risk Control function will ensure UK market specificities are accounted for in the development and improvements to the The Banks Bank's risk management framework and that this is tailored to cater to the needs of the UK market. It will also ensure The Banks UK's approach to risk management is aligned with The Banks

The role holder has prescribed responsibilities under the regulated Senior Manager Regime holding SMF 4, It is, therefore, a requirement of the role that the holder will be deemed competent to fulfil their duties by the FCA and PRA.

RESPONSIBILITIES OF THE JOB

  • Assessing, managing, monitoring and mitigating the internal and external risks that the UK Branch is, or might be exposed to
  • Assessing and documenting risk vulnerabilities (Stress testing and scenario analysis)
  • Provision of regular reports, both within and outside of the Bank and UK's governance framework
  • Conduct formal risk reviews
  • Making recommendations to the UK leadership team on how to address any deficiencies, gaps, overlaps or excessive exposures
  • Working closely with 1st line risk and 1st and 2nd line compliance to monitor, advise and champion the risk framework
  • Active participation in Governance meetings
  • Driving the development of the Branch Risk Control framework and self assessment
  • Accountable for the oversight of branch risk management
  • Accountable for taking and evidencing reasonable steps to prevent regulatory breaches
  • Supporting the UK Head of Risk Control, Compliance and Financial Crime with additional tasks as required.

Knowledge:

  • Understanding of the wider Bank and its position in its chosen market; current and evolving economic and local market environment in which the Branch operates.
  • Knowledge of Risk Management and Control Frameworks
  • Can demonstrate knowledge about Financial Analysis and Control
  • Understanding of governance, oversight and controls
  • Proven knowledge around regulatory frameworks and requirements

Experience/Demonstrated competencies

  • In depth technical knowledge and practical experience of industry standard and best practice risk management frameworks, concepts, systems, tools and techniques as well as UK regulatory requirements and standards, particularly consumer credit related regulation
  • A focus on a holistic and enterprise wide risk management process for the Branch including but not limited to operational risk, credit risk and conduct risk, including emerging risks
  • Commercial, business focused with strong judgment and integrity
  • Leadership skills employed to lead and organise direct reports and to determine the optimal way to embed risk management and a positive risk culture within the Branch
  • Excellent oral and written communication
  • Ability to present confidently and to explain sophisticated risk management concepts in a plain and simple language
  • Ability to work effectively with co-workers and management at all levels, developing effective relationships internally and externally
  • IT literate with good knowledge of Microsoft Office packages, particularly Excel and Word and all systems used in The Banks bank for managing risk
  • Calm and diplomatic, with strong negotiation and influencing skills with the ability to effectively manage stakeholders at both The Banks UK and The Banks Bank

Academic/Qualification Level:

  • Significant experience as a risk management Subject Matter Expert (SME) within the financial services sector
  • Demonstrable experience in retail banking
  • Experience in senior risk management advisory or consultancy roles
  • Degree level or equivalent risk management qualification
  • Experience in setting up effective risk management frameworks
  • Membership of an appropriate industry body
